Wu Nong-guo, a long-time social activist, is found dead by hanging at a site designated for an urban renewal project. Daughter Ya-li, who had long given up on her absentee father, learns details about a father she never knew. Mayor Zhou Guang-cheng, eyeing the presidency, begins clearing away obstacles to his run in the next election. And Captain Li of the municipal police force uncovers some shocking bits of the past in his quest to get to the bottom of Wu’s death. 

The investigation into the death is simple and easily solved, but beyond the details of the case lie clues to far bigger political machinations and schemes…
